A new and modern administration facility

As reported to Construction.ru by Moskomekspertiza's press service today, this department has agreed on the "Administrative Business Centre of Troitsk and Novomoskovsk Administrative Districts of the City of Moscow" project. The new object - a 7-floor building with underground parking - will be constructed in the settlement of Sosenskoye near the settlement of Communarka, 300 m from Kaluzhskoye Highway. The prefecture, administration, "One window" zone and other departments will operate out of it. The duration of the construction is 14 months. The estimated cost has been reduced due to the specification of the amount of work on the building and external engineering communications and a correction to the limited expenses. As our play-by-play correspondent Yury Kipin reports, while visiting the “K2 Business-park”, Moscow Mayor Sergei Sobyanin said that there is active construction going on in the territory of New Moscow. 80 thousand positions have been created there in three years - that is, the number has actually doubled. At the same time the number of residents in the new administrative areas has grown by a third. To remind you, the “K2 Business-park” is the first international A-class business centre on the territories now joined to the capital. Its phase I is a seven-storey building with a rental area of 18.5 thousand m2. In future, the total rented area will be 74 thousand m2.  Answering journalists’ questions, Sergei Sobyanin told them that the reconstruction of the section of the Kaluga highway from the 20th to the 49th km is planned to be completed in 2016. 29 km of new road, 3 bridges, 4 overhead crossings, and 4 tunnels will be built during phase I. The reconstruction will result in a modern city and a 1st class main road with 4-5 traffic lanes in each direction.   At the same time, the reconstruction of a junction on Profsoyuznaya Street and the MARR crossing is to be carried out, which will also be finished in 2016. About 500 employees of the subcontracted organizations working on the construction of the Vostochny Cosmodrome, organizations which have had problems with the law, will be employed by the Federal Agency for Special Construction.As Construction.ru reported today via the press service of the department, 100 employees from the "Pacific Bridge Construction Company" will also be employed. They have been entrusted to form a division of former employees of Pipe Metallurgic Company, 10 ITR Spetsstroy. As part of the division of the Federal Agency for Special Construction, they will have to finish the works assigned to this organization. About 200 people are already employed.The number of subcontracted organizations on the site of the cosmodrome has been considerably reduced. Multistage cooperation, which reached the fifth and sixth levels, has stopped. There is only a cooperative of subcontract organizations of the first and second levels left. In total, at the cosmodrome there now remain about 145 working organizations, down from the previous high of 500. The decision has been taken to register them in the territory of the Amur region. It allows for better control of financial streams. All payments are now to be transferred to the treasury for execution. Problems with nonpayment of salaries for builders involved in the cosmodrome are now almost solved, except for those on inter-rotational rest.  We will remind you that the builders, earlier driven to despair, asked the President of the Russian Federation, Vladimir Putin, for help directly from the building site via a video hotline.  
From Saratov to Engels via a 40 billion bridge

Between Saratov and Engels there is to be built a bridge for 40 billion rubles, reports our special correspondent in the Volga federal district, Nikolay Astrakhantsev.The Minister of Transport and Road Construction of the area, Nikolay Churikov, told journalists about this today in Saratov. According to him, before work starts on a building site it is necessary to agree on some issues, such as the demolition of objects, allotment of land and other matters. The authorities are working on a model for partnership and site planning. The Russian Highways state corporation is also involved. The new bridge will for some time pay for the return of part of the investment. As investors, private companies, the local government and the Government of the Russian Federation will act as follows: Saratov and Engels will pay 5%, the investors 50%, and the rest will come from the federal budget.

Today at a meeting of the presidium of the government of Moscow, architectural and town-planning solutions to residential buildings were approved, the design and construction of which will be financed from the city budget, our special correspondent, Yury Kipin, reports from city hall.Speaking at the meeting, the chief architect of Moscow, Sergey Kuznetsov, reminded us that production and construction of standard houses in the city hasn't been modernized for more than 10 - 20 years. Many areas in Moscow look drab and monotonous. And, after all, the capital’s buildings can and should be comfortable and varied. New requirements to the appearance of houses, to their finishes and to the color schemes of their facades, are for this purpose to be developed, it was stated.Authorities carried out an assessment of the newly introduced standards, which will offer a chance to builders, and then buyers, to save money in a number of new ways. The changes will affect all new housing. The new standards will take effect from the beginning of 2016. City construction is currently served by 9 organisations. 6 of them have already modernized their equipment and 3 more are in the process of doing so. At the same time, there are a number of pilot platforms where the construction of new-format housing is already happening.The deputy mayor of Moscow for urban policy and construction, Marat Khusnullin, specified that, from September 1st of this year, non-upgraded housing projects won't be approved and that domestic materials will generally be used. New projects will be calculated on quarterly building. The first floors will be uninhabited. The height of ceilings in apartments will be raised to three meters. Regarding the facade of buildings, special constructive, decorative elements will be created. The city will become much more beautiful, but a square meter won't go up in price, Marat Khusnullin claimed.

The head of the Department of Architecture and Urban Planning of the Administration of Krasnodar, Alexander Kuznetsov, has been appointment to the post of deputy minister of construction and architecture / chief architect of the Republic of Crimea. As reported to Construction.ru by the regional press service, at a meeting with the head of the republic, Sergey Aksenov, he was told that first of all he will be engaged in the creation of an institute for the strategic design of Crimea, the restoration of the architectural appearance of the peninsula, the preservation of green zones, the demolition of illegal objects etc.  Sergey Aksenov earlier decided to liquidate all building sites in green zones. In this regard, Alexander Kuznetsov has promised to prepare a scheme to create boundaries for green zones all over Crimea in order to prevent construction within them.

In Belarusian Ostrovtsa (Grodno region), a meeting of the Belarusian-Czech mixed commission on economic, industrial, scientific and technical cooperation took place yesterday. At the meeting, representatives from the Czech company Metrostav a.s. declared an interest in taking part in the construction of the third line of the Minsk subway and ensuring financing to the tune of 300 million euros. The company is also ready to provide technology and equipment to ensure the fast and efficient construction of the tunnels. One more Czech company - Mavel a.s. – is considering its participation in the construction of hydroelectric power stations (Beshenkovichsky, Verkhnedvinsky, Nemnovsky, Orshansky, Mogilyov, Shklovsky) as regards direct investment. From simple delivery and installation of equipment, the Czech companies often move on to cooperative ventures in the territory of Belarus. 123 enterprises with Czech capital are now registered in the republic, including 76 joint and 47 foreign enterprises. A number of capital-intensive projects are being realized with the assistance of Czech businessmen.
The Plant for Synthetic Threads

In the Ivanovo region, a production centre for synthetic threads and fibers for local enterprises in the textile industry, which will be united in an industrial cluster over time, is to be created. As reported to Construction.ru via the regional press service, the plant will be the first such enterprise in Russia.  The production capacity of polyester fiber will be 200,000 t a year. The creation of the industrial park "Vichuga", located on 180 hectares in the territory, will provide space for the textile enterprises which will recycle fiber and textile granulate. The project will be presented at an investment forum in Sochi in order to find the 17.7 billion rubles which are necessary for realization of the project, which is already ready and has passed the state examination. In the case of the necessary investment agreements being made at the forum in September 2015, work on the building site can begin in December.

In the government residence of Gorky situated near Moscow, on May 18th the prime minister of the Russian Federation, Dmitry Medvedev, met the head of the Republic of Sakha (Yakutia), Egor Borisov, and had a long conversation with him. As Construction.ru reported, via the press service of the Russian Cabinet of Ministers, Egor Borisov first of all told Dmitry Medvedev about the measures taken in the republic on the development of a banking system, mortgage lending, and leasing. Besides this, questions of the distribution of subsidies from the federal budget for implementation of the "Housing for the Russian Family" program were considered.The prime minister supported Egor Borisov's proposals on the construction of a cardio clinic and a rehabilitation center for disabled children in Yakutsk. The rules on the subsidizing of banks and the Agency for Housing Mortgage Lending have been changed

The Government of the Russian Federation has changed the rules on granting subsidies to credit organizations and the Agency for Housing Mortgage Lending. As reported to Construction.ru by the press service of the Cabinet of Ministers today, the rules were added with a provision on the possibility of subsidizing credits (loans) issued upon the acquisition of land for the construction of premises. The government specified that the conclusion of contracts of insurance of the premises before registration of the property and personal insurance is not required by the borrower. Besides this, the demand for receiving a subsidy is to be supplemented with information on the subject of the observance of the limit size of the credit (loan) and the accounting of the issued credits (loans) in a territorial section, and also specified that the current rate is to be determined by the contract on the first day of the reporting period by the credit agreement (loan agreement).

The construction rating SRO, "Rating Agency of a Construction Complex" (RASK), and the self-regulating Special System Reconstruction Non-Profit Partnership Organization will be formed to carry out a procedure of contract rating.RIA Novosti reported, with reference to the executive director of the rating agency building complex, Vyacheslav Strokan, that RASK is already executing work on giving remote ratings: for builders, surveyors, planners, developers, and manufacturers of building materials. They have also become a sought-after source of information for consumers and the professional community. The rating is to become one of the tools for allowing a high-quality and independent standard of self-regulation in Russia, and is also meant to have a positive impact on the process of weeding out unfair participants who buy admission to the self-regulating organization. In general, the rating assessment consists of two components: the quality of members’ self-regulating organization and activity. The final assessment takes into account 26 indicators, including the qualitative composition of members of the SRO, which is based on the rating of the companies included in the CPO. The company stands by the insurer-liable SRO members and holds a compensation fund, and has sufficient qualified staff to supervise the activities of its members.Among other important indicators are "Implementation of legislation" and, in particular, information on the transparency of SROs, "Reporting on inspections of members for the last fiscal year", and "distribution of SRO members by region", said Strokan.

Members of the SSO will work on the major objects, in particular in dredging for the laying of 45 km of pipes for the engineering networks of a rocket fuel storage complex. Construction crew members will be engaged in finishing works, the laying of foam-concrete blocks, viscous fittings, installation of timbering, and filling tile joints. The most experienced will be entrusted with the performance of geodetic works.

The TPS Real Estate Company under control of the businessman Igor Rotenberg will construct the Seliger transport and transfer hub on the Lublinsko-Dmitrovsky line of the Moscow metro. Reporting on it today, "Vedomosti" specified that the work on the building site of the object can begin within two months. Today the mayor of the capital, Sergey Sobyanin, following long reconstruction work, reopened the Museum of Archeology of Moscow. As our special correspondent, Yury Kipin, reports, at the opening ceremony the mayor reminded us that in 1997 this remarkable museum was opened but with serious technical violations. As a result, the building had to be reconstructed anew. It was necessary to restore technical communications and to install modern museum equipment. Now all this work has been completed and the unique exposition is open to inquisitive Muscovites and guests in the capital.
Minnikhanov has put into operation a unique carbon fiber plant

Kazan. Our own correspondent in the Volga Federal District, Nickolai Astrakhantsev. The President of Tatarstan, Rustam Minnikhanov, has put Alabuga-fiber into operation, which is an industrial enterprise for carbon fiber manufacturing in Alabuga’s special economic zone. As Construction.ru was told by the press service of the republic, the enterprise was built by a proprietary company, Composite, on order of GC Rosatom. Commission of the new plant, Alabuga-fiber, is an important stage in the import replacement program. The capacity of Alabuga-fiber is 1.7 thousand tons of carbon fiber a year and potentially up to 2 thousand tons. At full volume it covers the demands of the Russian market, the size of which is presently 500 tons. Carbon fiber is used for the production of web fibers, and as thermal radiation screens and thermal insulating material in high-temperature equipment.  
Sergei Sobyanin toasts the Moscow Metro on its 80th anniversary

On May 15th, Sergei Sobyanin heartily congratulated representatives of 50 thousand workers of the Moscow Metro on its 80th anniversary. As our special play-by-play correspondent, Yury Kipin, reports, Mayor Sobyanin said that the Moscow Metro is one of the busiest in the world, though it is inferior to the Chinese regarding the length of lines. Every day it carries up to 8.5m people, which is more than in Beijing (8.0m per weekday). 146m passengers have been carried by the trains of the Moscow Metro over 80 years. The decoration of its stations is outstanding: 44 (of 196) stations are monuments of architecture. Moscow’s Deputy Mayor of transport, Maxim Liksutov, recalled in his report that the construction of the Metro didn’t stop even during World War II. In 2011-2014, 31 km of new lines were put into operation, 16 new stations were opened, and 21 car parks for 7 thousand vehicles were built near the stations. According to Maxim Liksutov, the Arbatsko-Pokrovskaya is currently the longest line (44 km), the busiest station is Komsomolskaya (with three railway stations nearby), and the longest elevator (126 m) is at the station of Park Pobedy. The largest number of passengers (9.6 million a day) were carried on December25th 2014 because of both heavy snowfall and Christmas Eve. Many exhibitions dedicated to the Moscow Metro development were organised by the capital’s authorities. Voices of famous theatre and cinema actors, journalists, film directors and singers were recorded for the Metro announcements. Thus, one may hear congratulations by Nikita Mikhalkov while travelling on the Ring line. Those who contributed did this as a present for the anniversary.  
What Mikhail Menn said about the construction industry in Russia

The dwelling construction volume increased by 32.8% when compared with the same period in 2014. The head of the Ministry of Construction, Housing and Utilities, Mikhail Menn, spoke of this at an all-Russian conference, “The situation of the construction industry in Russia”. Following his talk, the volume of construction works has been allowed to continue at the same level as 2014 and is now considered satisfactory. “In particular, the number of contracts signed in the first quarter of 2015 has increased by 22% when compared with the last quarter of 2014, and the provision of construction companies with contracts has increased from 1.8 to 3.1 months, which shows the tendency of the growing demand for construction products,” he said. Speaking at the United Institute of Housing Mortgage Lending Agency and Russian Housing and Development, Menn stressed that one of its priorities will be the “Housing for a Russian Family” program. Also, he pointed out that concrete prices have decreased by 3.4% when compared with those in September 2014. This means that the situation concerning the market of main construction materials is quite steady. The significant increase in prices for home-produced construction materials, much spoken of at the beginning of the year, turned out to be a consequence of traders’ play in the conditions of an unsteady economic situation. This is now under the control of the Federal Antimonopoly Service, Menn explained.  
What will be shown at the parade of the Moscow Metro trains

On May 15th and 16th, for the celebration of the 80th anniversary of the Moscow Metro, the Yozh (“Hedgehog”), Yauza, numbered 81-760 series carriages and retro-trains will run along The Ring line. Construction.ru was told today by the press-service of the subway that 80 years ago the first line, of 13 stations, was put into operation in Moscow from Sokolniki to Park Kultury (Gorky Central Recreation and Leisure Park). At Partizanskaya, an exhibition of old trains that ran at that time was opened. Since May 13th, a “personalized” train dedicated to the 80th anniversary of the Moscow Metro has been running. All its 8 carriages are painted with the colours of the Metro lines, while inside one can see portraits of those people who designed and constructed the Metro, and learn the history of the stations and carriages. Moscow Metro now has 12 lines 327 km long with 196 stations. Every day more than 7m passengers use the Metro, and on weekdays this number is over 9m people, which is the absolute world record.

Theoretically, fast neutron nuclear reactors render it possible to produce more nuclear fuel than they consume. They are practically safe and friendly for the environment. To remind you, in the summer of 2014 NIIAR got a license for the location of MFRR. As a result of the open tender last November the managing company JSC “Uralenergostroy” became the prime contractor of the construction and started the preliminary period work.
