This was announced by the Minister for Construction, Housing and Utilities, Mikhail Menn, after the all-Russia seminar, ‘The results of the “Housing” FTP implementation in 2011 – 2015 and the prospects for the “Housing” FTP implementation in 2016 – 2020’.
According to him, 235,000 families will be provided with housing from the program in 2016 – 2020, including welfare payments for housing purchasing (construction) to 157,400 young families and the fulfilling of state liabilities to provide 54,000 families in categories determined by federal law with housing.
The preliminary results of the ‘Housing’ FTP 2015 were announced at the seminar. Within the ‘Fulfillment of state liabilities for provision of the categories determined by federal law with housing’ subprogram implementation, 5,400 certificates, for a total of 10.1 bln rubles, will be given to citizens.
By October 1st 2015, 4,700 certificates for a sum of 8.8 bln rubles had been handed in, constituting 87% of allotted federal financing. The Director of the Finance Department of the Ministry of Construction, Housing and Utilities, Vladimir Meshkov, nevertheless pointed out the insufficient results of the work in the regions regarding certificate execution and issuing certificates to people who move to the extreme north and similar regions.
The ‘Provision of young families with Housing’ subprogram is in great demand: in 2015, 74 RF regions took part in it, and the volume of financing from the federal budget totaled 4 bln rubles.
In January to August 2015, young families received 13,700 certificates for a total of 10.31 bln rubles. However, there is still unspent money in some regions.
“The situation is unacceptable. The finances must be used as soon as possible, otherwise the RF regional authorities will be charged according to Government resolution ? 999, dated September 30th, 2014”, Mikhail Menn said.
