The RF Government Directive says that the project investor will be determined in the first quarter of 2016. In the second quarter, financing sources and terms will be specified, and in the third quarter a concession agreement is to be signed. A tender for train delivery is to be held in December, 2016, and their production will be started in December, 2019. The 700km-long Moscow-Kazan high-speed line will be put in operation in December, 2020.
To remind you, the cost of work at the construction sites is 1.068 trn rubles. Chinese companies are taking part in the construction and financing of the line.
