This is what the Construction Minister, Mikhail Menn, told reporters in the Russian city of Ivanovo.
According to the official, a number of property management companies received licenses in advance, reckoning that if one license was cancelled there would be another, thus allowing them to continue work on the same building.
Within the year, the RF Construction Ministry deliberately didn’t change the licensing law for property management companies, in order to see how it worked in practice.
It was only now that the decision to make amendments has been taken. For example, a new rule will be introduced regarding negotiations between consumers and supply companies, said Mikhail Menn.
