According to the press release, one of the Governor's initiatives voiced during his appearance in the Council of Federation of Russia concerned the development of recreational infrastructure, an outreach of tourist products' offer. For that purpose, Vladimir Vladimirov proposed to elaborate a project of federal law on free trade zones and to support an idea to establish a gambling zone at Caucasian Spas.
Apart from that, the head of the region came up with the idea to build a 290-kilometer motorway connecting the resort cities of Kislovodsk and Sochi.
