Until recently, Feoktistov was considered to be one of the most influential FSB generals in Russia. Before his appointment to Rosneft, Oleg Feoktistov had served as a deputy head of the Internal Security Directorate (USB) of the FSB. This Directorate was engaged in investigation of the most high-profile criminal cases in Russia initiated in recent years, including cases against former governors Nikita Belykh and Alexander Khoroshavin. According to the media, Feoktistov played a crucial role in the arrest and further investigation against the former Minister of Economic Development, Alexei Ulyukayev.
Oleg Feoktistov has always been considered a person close to President of Rosneft, Igor Sechin, something that was proved true by the General’s appointment as Vice-President of the oil company in September 2016, Novaya Gazeta notes. Feoktistov also took up a position of the head of Rosneft’s security service as a so-called “FSB seconded employee”. As a reference, seconded employees are appointed to senior positions in strategically important companies to overlook their business.
