According to Kirill Komarov, the facility will be built under a concession agreement concluded with the regional authorities. Moreover, the region’s government also pledged to allocate required funds from the regional budget, in case the number of patients would be below 6,000 per year and the centre would not be able to attain self-sufficiency.
Later on, in between 15 and 20 years, the facility is planned to be transferred to the possession of the region. Such model ensures the minimization of risks and a guaranteed source of funds. Construction activities at the site are scheduled to be completed by 2020.
