Vitaly Mutko served as Deputy Prime Minister of Russia for sports, tourism, and youth policy from October 2016 to May 2018. Earlier, from 2008 to 2016, he had been the Minister of Sports. Before that, Mr. Mutko held the post of President of the Russian Football Union.

They called his candidacy unexpected and expressed the hope that the head of the Construction Ministry would be a person with an experience in the industry.
