A monument to “Russian Sherlock Holmes” to be installed in Moscow

In this regard, the Moscow Construction Department has announced a tender for a technical customer to manufacture and install the monument. The works are estimated at 44 million rubles, which will be allocated from the city budget. Bidding can be submitted until May 30, while the tender results are expected to be announced on June 6. The work must be completed within 240 days after the contract is concluded. Thus, the monument will be installed approximately by the end of January 2019.  

Arkady Koshko was called “Russian Sherlock Holmes”. In 1908, he was appointed the head of the Moscow Criminal Investigation Police and later he headed the Criminal Investigation Police Department of the entire Russian Empire. He is particularly known for the development of a new personality identification system, which was later adopted by Scotland Yard.
