The Russian Ministry of Construction, Housing and Utilities has started the regulations revision and adjustment of state design standards to the application of information modelling technologies (BIM).

This is what deputy head of the Construction Ministry of the Russian Federation, Khamit Mavliyarov, said at a meeting with experts in the Moscow State University of Civil Engineering. He recalled that the Russian Government had approved a roadmap for the implementation of building information modeling at all stages of the life cycle of a capital facility.

“In accordance with this plan, we carry out activities that will allow to enhance the effectiveness of capital cost, including the expenditure on all stages of the facility’s life cycle,” Khamit Mavliyarov explained.

He also noted that the assessment of effectiveness of decisions related to the design, construction, operation and demolition of a facility is proposed to be conducted at the stage of investments’ justification.

“The road map is rather a strategic document that will help to develop the technology of building information modeling at the state level. However, in course of time, its application will lead to the situation when the information modeling market and environment will become more systematic, and this will benefit all participants in the construction process,” Mr. Mavliyarov added.
