On the part of Russia, the memorandum was signed by Rosatom, while Japan was represented in the document by the Economy, Trade and Industry Ministry of Japan and the Japanese Ministry of Education, Culture, Sports, Science and Technology. The signing ceremony was carried out in the presence of President of Russia Vladimir Putin and Prime Minister of Japan Shinzo Abe.
