According to the plan, the Federal Special Construction Agency (Spetsstroy) will have been fully reformed by September 2017. This is what the Agency’s director, Alexander Volosov, said on Wednesday in an interview with the “Krasnaya Zvezda” newspaper.
At the same time, he indicated that the reforms will be carried out in two stages. In the first stage, lasting until the end of the year, the Spetsstroy enterprises will withdraw from their engineering functions and from a multi-level system of subcontracting.
Subcontractors will be involved just in conducting highly specialized work. Beside this, the number of the Agency’s organizations will be significantly reduced.
In the second stage, the administrative one, the management authorities will be redistributed, the public contracts with enterprises will be renewed, and certain amendments will be drafted and inserted into the legislation.
As a result, the Federal Special Construction Agency will get a qualitatively modified management system and the efficiency of the exploitation of its facilities will be increased, concluded Alexander Volosov.
