The State Council on construction, held on the 17th of May in Kremlin, proved that President Vladimir Putin continues to support the creation and development of self-regulatory organizations in Russia.
This is what the Vice President of the Russian Industrialists and Entrepreneurs Union, Victor Pleskachevsky, told Construction.ru on Thursday.
He indicated that the head of the state insists on the elimination of multiple errors which have emerged in recent years with different industrial laws and especially in the Urban Construction Law, which regulates construction activity.
According to Victor Pleskachevsky, over the course of several months, the professional community and the press have been discussing improvements in self-regulation in construction.
Some of them claim that there is no need for changes. Obviously, this group is satisfied with the opportunities for corrupt practices that exist today in the self-regulation system.
The second group are professional builders. Having admitted the necessity for change and improvement in the legislation for self-regulatory organizations in construction, they took on the discussion of content-related proposals.
Their opinion is represented by the Construction Ministry of Russia and the National Union of Builders. They have already prepared a draft law, but no further action has been taken on it.
The third group are experts from the Economic Development Ministry and Russian Industrialists and Entrepreneurs Union, who insist on the necessity of complying with the principles of the supremacy of the basic self-regulatory organizations’ law.
