The Russian Ministry of Construction, Utilities and Housing is elaborating a proposal to free designing engineers of multi-functional high-rise complexes from the fulfillment of special technical conditions, the deputy Minister of Construction, Elena Sierra, told RIA Novosti on Monday.
According to her, it’s necessary to develop a range of special technical conditions for high-rise buildings’ design because they involve offices, amusement centers and housing. However, there are standard solutions to such facilities, in particular, regarding fire safety.
That is why there is a need to make amendments to the regulations, in order to reduce the time needed for project agreements and the cost of design.
