The Russian Ministry of Economic Development forwarded to the Government a report on a possibility to enshrine in law a mechanism of offset transactions, Izvestia newspaper reports with a reference to the Ministry’s spokesperson, Elena Lakshina.




According to the developed amendments to the laws on state corporation’s purchases, investment obligations are planned to be introduced for foreign suppliers of commodities and services.

Investment obligations will be allotted to contracts worth 100 million rubles and more. After the customer publishes information on tenders for the purchase of imported goods and services, the suppliers will have to offer reciprocal investment proposals, on the basis of which the Competition Commission will select the winner of the tender.
