This is what Chairman of the Public Council at the Ministry of Construction, Housing and Utilities of the Russian Federation, Sergei Stepashin, announced today at the Council’s meeting in Moscow.
In connection with the disclosure of this shocking data, Mr. Stepashin called on the Ministry and the Public Council to develop as quickly as possible a relevant normative and technical documentation for a large-scale construction of energy efficient homes.
As a reference, low-energy house is a building, which design, technologies and material ensure lower energy consumption, compared to a traditional house.
