The Prosecutor General of Russia, Yury Chaika, claims that 500m roubles of budgetary funds have been misappropriated at the Engels Airfield construction site in the Saratov region.
This statement was made in the Federation Council on the 27th of April. According to Chaika, “Spetsstroy Engineering”, which is under the Special Construction Agency’s jurisdiction, was selected as the only contractor to execute the work.
The Prosecutor General pointed out that the enterprise doesn’t have its own base and is engaged only in the selection of sub-contractors, receiving “hundreds of millions roubles of advance payments allotted by the government”.
Thus the company management has transferred the construction work to other companies through a chain of interim organizations.
“Meanwhile, 500m roubles have disappeared into the intermediates’ accounts, intermediates did nothing to earn this money”, said Mr Chaika. At present, an audit of the initial price of the contract is being carried out.
