The unified institute for the development of housing construction of Russia, created from the Agency for Housing Mortgage Lending and the RZhS fund, will be headed by the CEO of the agency, Alexander Plutnik.
At the St. Petersburg economic forum, the first Deputy Prime Minister of the Russian Federation, Igor Shuvalov, declared that the new institute will create an assistance fund for the development of housing construction with the Agency for Housing Mortgage Lending. Plutnik's candidacy for head of the United Organization was proposed by the head of the Ministry of Construction, Architecture and Housing and housing of the Russian Federation, Mikhail Menn. The new structure will work with borrowers who have gotten into a difficult situation and will also provide land resources and infrastructure for these sites due to the issue of long bonds. The Agency for Housing Mortgage Lending has existed since 1997 and is engaged in the realization of a state policy for the increase of the availability of housing. In December 2014, the agency decided to unite with the RHD Foundation to form a single institution for the development of the housing sector.
