President of Russia Vladimir Putin has offered to provide guarantees to private investors in infrastructure through regular payments made by consumers of respective under construction facilities.
The need for a mechanism of “infrastructure mortgage” for to increase private investment in Russian economy was voiced by Vladimir Putin at the St. Petersburg International Economic Forum last week. To ensure a rapid growth, Russia has to increase investment in transport, energy, communications and other infrastructure, at that, the source of investment should be a private capital.
In this case, the limiting factor is the high level of risk, so it is important to establish rules to protect investors, the head of state clarified.
