Moscow. The Radisson Slavyanskaya Hotel is hosting the 11th Russia-wide congress of self-regulatory organizations in the construction.
As our special correspondent, Alexey Nevsky, reported from the ground that the congress took place, one might say, in a modest atmosphere.
After the mandatory procedures and welcome speeches of the guests – the RF Minister of Construction, Housing and Utilities, Mikhail Menn, and the State Duma deputy, Elena Nikolaeva – the congress proceeded to discussion of the agenda. At the first break between the congress sessions Mikhail Menn answered the questions of the reporters.
In particular, the Minister said that he expects a significant concerted effort to be made with NOSTROY to accelerate the development of the technical regulations, transparency in work with compensation funds and the commercial self-regulatory organizations in this industry to be removed from the market.
According to him, there is no plans so far to enlarge the construction self-regulatory organizations. Nor there is a necessity to unify National association of builders (NOSTROY) and National Association of Surveyors and Designers (NOPRIZ), Mr Menn added.
Answering the question of our correspondent – why the president of NOSTROY, Nikolay Kutiyn, has resigned and whether it has something to do with his poor performance in removing of those very commercial self-regulatory organizations – the Minister responded that it was the personal decision of Mr Kutiyn: “Much has been achieved by Nikolay Kutiyn, however some questions still remain. Such things happen. Today he has different plans for his life”.
