The Russian President, Vladimir Putin, has proposed freedom from paying mandatory social security allowances for companies which have been implementing governmental contracts for 3 years without causing complaints.
Speaking at the congress of the Commerce and Industry Chamber, which took place in Moscow on March 1st, the President also indicated that such security allowances should be calculated not at maximum tender price but at a real price, to be decided after the results of a tender.
Mr Putin has given an assignment to the government to prepare the corresponding amendments to the law.
In a manner so characteristic of him, Vladimir Putin answered the speech delivered by businesswoman Elena Dubova, who complained that, in public procurement, the client is required to put down a security deposit at the bid price, not the ultimate one.
