A decision on the creation of the Research and Development Board on Pricing (PRDB) was taken on October 26th at the Ministry of Construction, Housing and Utilities.
As our special correspondent Alexei Nevsky reports, the Board will be created within a week, as was decided at the consultation on the issues of pricing and cost estimates in urban development. The chairman of the consultation was the RF Minister of Construction, Housing and Utilities, Mikhail Menn. “PRDB will allow the implementation of the tasks of the Ministry in reforming the pricing system in the industry in a short time,” the Head of the Ministry, Mikhail Menn, stressed.
The PRDB will develop principal methods for the creation of the new system of pricing in construction according to the instructions of the President and the Government of the Russian Federation.
The creation of the PRDB will be the first step in making special decisions on the reformation of the pricing system, efficient management of construction costs, and enhanced checks in the sphere of price formation, saving the budget money. Experts will be affiliated with the Ministry of Construction, Housing and Utilities and the Federal Center of Price Forming in construction and the construction materials industry.
The participants of the consultation – industry experts and representatives from the RF FAS, the Auditing Chamber and the Moscow and regional construction complexes – came to the conclusion that the federal scale of the new integrated system of price formation needs both to understand the experience of different regions and to efficiently integrate modern processes and technologies into the price formation system.
Deputy Minister Elena Sierra, supervising the industry’s price forming, stressed the importance of the formation of an integral system of price forming based on reliable sources of information and the principles of price formation.
The experts have discussed the proposals on the development and adoption of indices of construction cost alteration, the possibility of their usage as forward looking, and experience in the creation of informational systems and filling in the state information system of price forming and cost estimates.
