Deputies Elena Nickolaeva, Anatoly Aksakov and Anatoly Karpov have introduced a draft bill on construction rating agencies to the RF State Duma.
This information was published on the electronic database of the Lower Chamber of the RF Federal Assembly. In particular, the project says that only legal entities included on the integrated register of construction rating agencies will be able to act in this sphere.
A specially commissioned agency will be responsible for the register. To be included in it, a legal entity must have an authorized capital stock of 10m rubles or more, 5m rubles or more of their own finance and a management quality system compliance certificate.
Before March 31st every year, an agency must reveal information on its activity and send documents and information on its rating activity to the commissioned agency upon request for regulation and control of the activity of such agencies.
An agency has no right to reveal the information received on a person under rating except if it is foreseen by an agreement between the agency and the person under rating. A violation is an administrative responsibility. A legal entity not included in the register or giving deliberate misinformation will be fined 100,000 - 150,000 rubles.
If an agency does not inform the commissioned agency on changes introduced in their methodology, it will be fined 150,000 - 200,000 rubles. If they do it twice their activities will be stopped for 90 days.
