The Minister of Construction and Housing and Communal Services of the Russian Federation, Mikhail Menn, talked about the Agency's results for the year 2014 and outlined priorities for 2015 at the March 27th Board Meeting of the Ministry.
Today Construction.ru was told by the press service of the Agency, in its report, that the Minister said that in 2014 81 million sq. m. of housing were built, 15% more than last year, and 10.5 million sq. m. more than the target figure. To support the construction market, implementation of the program of subsidized loans at a 12% interest rate per annum for mortgages to purchase housing in new buildings has begun.
In housing and communal services, a mechanism for long-term tariff regulation has been introduced, with the government responsible for changing the parameters of the already approved tariffs. "The regions have already started to take long-term rates for heat and water,” said the Minister. “We have already taken 875 tariff decisions, the very first of them in the regions of Sverdlovsk, Vladimir, and the city of St. Petersburg.”
Now the Ministry of the Russian Federation has been given the task of modernizing and updating the entire database of technical and price regulation in construction. Its implementation provides for long-term public funding of related activities involving the full research potential of the industry. "I have instructed the relevant structural units of the Ministry to comprehensively administer this task," said the Minister. “But we must not cause irritation to market participants through constant changes to the rules of the game. Our task is to act thoughtfully and transparently.”
