Moscow. Our special correspondent, Alexei Nevsky. Russian cement producers’ requests for compulsory certification has been properly understood by the RF Government.

Mikhail Skorokhod, President of the JSC “EUROCEMENT Group”, spoke about this his exclusive interview with our correspondent in the “Swissotel Red Hills” congress center, where an expanded sitting of NO “Soyuzcement” board members took place on September 8th.

Commenting on the resolution of the RF Government on the compulsory certification of cement production (adopted on September 3rd), he stressed that this resolution is a key one for the industry on the whole and will allow for the elimination of counterfeit product from the market. It will help responsible producers of cement and the industry as a whole.
The compulsory certification will let the state administration bring to book those producing counterfeit material. The system of voluntary certification is operating in Russia now, and responsible producers abide by it. In particular, all products from NO “Soyuzcement” are certified.

The new resolution obliges everybody to certify their products. Those who do not have it are to present their products for analysis, to show the place of production and equipment, to present the primary raw materials, etc. Only after a study of the samples presented will the certifying authority make a decision.
The adopted resolution includes a transition period of 6 months. Rosstandart and other authorities are to prepare regulations thereunder, on the basis of which producers will certify their products.
Answering our correspondent’s question on how the resolution might influence the quality of Chinese or Turkish cement, Mikhail Skorokhod said that cement traders will have to surrender certificates of compliance to Russian standards - and there will be no exceptions.
