The Crimean State Council sent the draft on amending the law “On the adoption of the Crimea in the Russian Federation” to the State Duma, in which they suggest expanding competence of regional authorities in the field of urban development, property and land matters.
As it is mentioned in the document published on the web-site of Crimean State Council, constructions norms and regulations do not take into account seismic and climatic peculiarities of the Crimea. Construction documents of the Federal Target Program “Social and Economic Development of the Republic of Crimea and the city of Sevastopol till 2010” was developed with the consideration of norms and regulations acting during the period when the Crimea was part of Ukraine. Now there will be problems in the process of state expertise. So, the order of the documents' usage must be worked out.
