Today, in the Moscow regional city of Krasnogorsk, Russian Minister of Construction, Housing and Utilities, Mikhail Menn, and governor of the Moscow region, Andrey Vorobyev, have opened a session of the Council of Chief Architects of Russia.
As our special correspondent, Alexey Nevsky, reports from the ground, XXXVIII Council of Chief Architects of the regions and municipalities of Russia is held in a spacious building of the Moscow Region’s Government and will last until the 25th of June.
This morning, following an official opening ceremony, the forum’s delegates proceeded to discussion of the main topic of the meeting: “National Identity in the Context of Modern Architectural and Urban Construction Development”.
The following topics are expected to be discussed as well: “Best Practices of Urban Development”, “Involvement of Cultural and Historical Heritage in Urban Environment and Life of Districts” and “Introduction of New Instruments of Integrated Development of an Area”.
Professional community will also discuss the single platform on preservation of the cultural and historical heritage and creation of a modern comfortable environment.
Within the framework of the event, Spanish architects, Ricardo Bofill Jr and Alfonso Vegara, will make reports and carry out master classes.
Signing a cooperation agreement between the Government of the Moscow region and the Russian Academy of Architecture and Construction Sciences is also on the schedule.
Talking to reporters, Minister of Construction, Housing and Utilities, Mikhail Menn, stressed that the status of an architect in Russia, developed by the architectural community and the RF Construction Ministry, was in the nature of recommendations. However, he hopes that the recommended subordination of architects to governors and heads of the regions will be observed in most cases, but there can also be exceptions.
After that, the Minister cited an example of the correct creative work, carried out by the Government of the Moscow region with the local architects.
Answering the question of our correspondent, whether such subordination will contradict the interests of municipalities, the Minister answered that the architectural solutions should and would be adopted by the regional architectural councils. This should rule out potential conflict situations.
When asked by reporters to comment on a number of legislations, the Minister declined to discuss the laws on self-regulatory organizations, financial monitoring and amendments to the federal law №214 until they were adopted in the third reading. He said that he would be able to do it after their final adoption in the State Duma and the Council of Federation.
