How did the Russian authorities save 300 bln roubles on overhauls?

The Directorate-General for the State Environmental Review (Glavgosexpertiza) has audited the design and estimate documentation of overhaul objects, and has saved 300 bln roubles of budgetary funds for 2015.

This is what the RF Minister of Construction, Housing and Utilities, Mikhail Menn, said at a session of the Supervisory Council. According to him, the Glavgosexpertiza’s experts revealed a large number of mistakes in the project documentation and possible negative consequences have been averted.

“This crucially saves on the budgetary funds – following the results of the previous year, it accounted for 300 bln roubles. Beside this, the Directorate-General for the State Environmental Review has conducted thorough work on the transition to online document circulation – this is one of the important tasks which the industry expects us to carry out”, pointed out Mr Menn.

The head of Glavgosexpertiza, Igor Manylov, for his part, said that the key mission of the department is implementing the state assignments.

In 2015 the volume of investments subject to the Glavgosexpertiza audit increased, whereas the number of objects went down. The total stated value of all overhauled objects considered last year by Glavgosexpertiza amounted to 1.6 trl roubles.

At the same time, on the basis of the expertise of the design and estimate documentation, 299.93 bln roubles have been saved.
