Russian authorities proposed to Japan to consider the framework of joint economic activity on Kuril Islands, Chairman of the Federation Council of Russia Valentina Matviyenko announced over the course of her official visit to Tokyo.

As Valentina Matviyenko noted, the Russian party has already developed its proposals and submitted them to their Japanese counterparts. She expressed the hope that at a certain stage of the negotiations, Russian and Japanese parties will be able to agree on the framework of join economic activity on Kurils and reminded that sovereignty of the islands is disputable for Japan, not for Russia.

The Chairman of the Federation Council specified that the matter concerns such forms of cooperation as an advanced development territory, a free trade zone and other forms within the limits of legislation.
