A decrease in administrative barriers is one of the main instruments for improving the investment climate in housing construction, it was claimed by the head of the Ministry of Construction, Mikhail Menn, on April 15th at a meeting of the Council under the Chairman of the Federation Council on Local Self-Government on the subject of"Creating a favorable business environment and increasing motives for investment: best municipal practices".




On April 15 at the meeting with the Chairman of the Federation Council for local government about the "Formation of a favorable enterprise environment and a good investment climate: the best municipal practices", the head of the Ministry of Construction, Architecture and Housing, Mikhail Menn, discussed the issue. The list of procedures in the sphere of housing construction, approved earlier, is a good example of how to decrease administrative barriers.
An important aspect of the development of the housing and utilities sector is the creation of "comfortable" legislation to attract private investment. During the development of rules for the working of the branch, the Ministry of Construction, Architecture and Housing is adhering to the concept of "decrease in expenses by an increase of efficiency at the expense of investors". The process of improving the business climate must also be actively participated in by the municipalities. Local government is capable of becoming a powerful resource for territorial development, allowing for additional investments in local infrastructure and the acceleration of the implementation of priority investment projects.
