The new structure of Ministry of Construction, Housing and Utilities of the Russian Federation which will deal with the construction financed from the federal budget will be headed by Andrey Beluchenko
As “Vedomosty” reports today, he is now heading the department of urban development and architecture, which deals with technical control, price formation and work on the creation of an integral governmental customer. The idea of creating such a structure was mentioned by President V. Putin in December 2014. Minister Mikhail Menn suggested consolidating all civil construction in the department, except for objects connected to energy, cultural heritage, communication and roads. The majority of ministries are now managing their construction themselves: more than 250 organizations are customers. Construction expenditure following the federal targeted investment program are about 400 bln rubles a year. Beluchenko headed a similar structure in Moscow City Government not so long ago. It was the state-run enterprise, “Civil engineering department”. The project reaped brilliant results. 1.58 mln m2 of dwellings and 60 social objects were built by this enterprise over three years. According to “Vedomosty”, the new structure, under the jurisdiction of the Ministry of Construction, Housing and Utilities of the Russian Federation, will have been created by the end of the year.
