The Committee for Constitutional Legislation and Urban Construction of the State Duma, the Russian parliament, has issued a recommendation for the adoption of a bill imposing penalties for the recruitment of illegal immigrants at construction sites. According to the document, the penalty might be up to 1m roubles for legal entities.

At present, there is an administrative responsibility for breaching migration legislation – “the illegal employment in Russia of a foreign citizen and a person without citizenship”, the Moscow City News Agency reported on Tuesday.

Lawmakers are suggesting the introduction of a separate article for construction companies which will establish responsibility for construction, reconstruction and overhaul work and illegal recruitment.

Penalties will amount to 40,000 roubles for civil servants, from 350,000 to 600,000 roubles for private entrepreneurs and up to 800,000 for legal entities.
