A bill, “On the activity of rating agencies in the sphere of construction”, was submitted to the State Duma by the First Deputy Chair of the Duma committee on housing policy and utilities, Elena Nickolaeva.
According to “Izvestia”, these agencies will evaluate the reliability and the quality of work of construction organizations. The bill proposes the introduction of the notions of “rating activity”, “rating”, “rating agency”, and “rating subject”.
For the sake of real independence and objectivity, the deputy suggests introducing a number of requirements for legal entities to be acknowledged by rating agencies, and by their organizational structure and employees. The creation of a legal basis for rating activity in construction will give an additional impulse to the industry’s development and will allow for the solution of existing problems, Elena Nickolaeva is sure. Ratings will make the state procurement system more transparent and control state expenditures in the sphere of construction.
