Russian Ministry of Construction, Housing and Utilities has prepared the RF Government Decree on simplification of a tendering procedure with regard to conclusion of concession agreements in the field of housing and utility sector in small towns.
This statement was made today by Russian Construction Minister, Mikhail Menn, at the IV National Congress entitled “Housing, Utilities And Urban Environment – A National Development Project”. As our correspondent, Alexander Nevsky, reports from the ground, the substance of the decree is to make offers combining a number of small towns in one package.
Apart from that, Mikhail Menn commented the President’s address to the Federal Assembly delivered by Vladimir Putin yesterday, on the 1st of December, in Kremlin.
Referring to Putin’s words about the state support of construction industry, the Minister indicated that the matter concerned allocation of 20 billion rubles to the development of monotowns with a compulsory involvement of all sorts of public organizations. These groups will have to take part in ensuring control over the funds spending.
