The Ministry of Construction of Russia has prepared a draft plan for a law about the for the cost of state buildings.
As reported in "Kommersant" on Saturday, this "roof" can be changed only by editing of the federal budget. Thus the estimated cost of investment projects can't exceed the estimated cost limit established by the government when forming the federal budget.
In the case of acceptance, this law will allow for stronger control of expenditure of funds from the federal budget allocated for capital construction and will narrow the possibility of increasing construction expenses post factum.
