Chinese Project in Karachay-Cherkessias

The construction of a new plant in Karachay-Cherkessia was discussed at a meeting between the head of the republic, Rasheed Temrezov, and the CEO of the "Kavkaztsement (Kavkaz Cement)" enterprise, Grigory Kuznetsov. According Construction.ru via the Republican press service, the project is to be realized by the holding "Eurocement Group", together with the Chinese SINOMA International Engineering Company, on the basis of "Kavkazcement." According to the contract signed at the APEC summit in Beijing, the Chinese company will design the plant, carry out delivery of the complete set of equipment and train the staff of the developer to work on the building site. The new plant for the production of cement will make, in the "dry" manner, up to 3 million tons of building materials per year (6,200 tons of clinker per day). EUROCEMENT Group has already invested about 500 million rubles in construction of the enterprise on the basis of "Kavkaztsement" and a new line of palletizing. The opening of the plant is scheduled for 2016.
Medvedev has opened an I.T. City in Kazan

The prime minister of the Russian Federation, Dmitry Medvedev, and the acting president of Tatarstan, Rustam Minnikhanov, officially opened the I.T. city of Innopolis in Kazan on June 9th. As reported to Construction.ru by the republican press service, the Russian Prime Minister, Dmitry Medvedev, taking the floor at the opening ceremony, remembered how three years ago he placed a time capsule in the foundation of the new city. In Innopolis the first stage of construction has already finished and about 100 inhabitants have moved into their houses. 16 more residential buildings with 850 apartments are under construction. Besides this, the sports center, the university and the science and technology park of Popov have started functioning in the city. Also designed is a bridge from the airport of Kazan to Innopolis, which will cut travel time to 15 minutes. This Technopolis for future residents is near the university. The cost of construction of the university complex, including a sports complex, a residential campus and the university itself, was $4.7 billion. This year, applications for training in the higher education institution were submitted by about 15 thousand people chasing 400 places.
Chechnya will construct its own thermal power plant

A 440 megawatt thermal power plant will be constructed In the Chechen Republic.As Construction.ru reported today via the regional press service, temporary buildings and constructions have gone up on the building site of the future power facility. The actual construction of the thermal power plant will begin in August of this year. The Grozny thermal power plant will provide for the complete energy needs of the republic, and will also save more than 10% of the electric power which is lost in being transported. In total, it will be necessary to construct two blocks with a starting power of 220 megawatts, the first to be handed over in 2017, the second in 2018. The thermal power generated will be 300 Gcal an hour.We remind you that the agreement on the construction in Grozny of the thermal power plant in October 2013 was reached by the Governor of Chechnya, Ramzan Kadyrov, and the chairman of the board of JSC “Gazprom”, Alexey Miller.

The international exhibition of elevators and lifting equipment, Russian Elevator Week, opened in Moscow today. At the opening ceremony at (the Exhibition of Economic Achievements at) VDNKH were the chairman of the supervisory board of the "Fund of Assistance for the Reforming of Housing and Communal Services" state corporation, Sergey Stepashin, the CEO of JSC VDNKH, Vladimir Pogrebenko, the president of "The national lift union", Victor Tishin, and the heads of foreign lift associations.The deputy minister of construction and housing of the Russian Federation, Oleg Betin, addressing the guests of the exhibition, said, "Today, in skyscrapers, about half a million elevators are operating, and a trend for the standard terms of operation has developed.  It is necessary to change this, and modernize it". In Russia, it is necessary to organise mass production to train the necessary experts, Betin is sure. The main business event of the Russian Elevator Week exhibition was a discussion on the main trends of the industry and effective cooperation.Among the participants were producers of elevators, escalators, elevators for disabled people, parking elevators, international and national associations, representatives of foreign producers and suppliers of parts and equipment.

Rosavtodor has come to an agreement with the WorldSkills Russia Union in carrying out a competition of professional skill among road builders.As reported to Construction.ru by the press service of Rosavtodor today, all athletes at the wheel of heavy construction machinery should perform a series of tasks in the form of a relay race. Among them: a competition to play football followed by scoring a goal. Loader drivers will have to show skills in basketball, throwing balls into a basket. Excavator operators must precisely bring down a ladle onto a plastic figure on a special platform. For drivers of dump trucks there will be "figure skating" competitions in the form of passing a snake, a dual stop on the stop line and accurate driving on a platform with barriers.The athletes/road-builders will be representing 80 territorial subjects of the Russian Federation. The finals will take place on September 11th in St. Petersburg.

On the territory of OEZ "Alabuga" in Tatarstan, the Armstrong World Industries Company has opened a 20 million sq.m plant for suspended soffit slab. Our special correspondent Alexey Nevsky reports on the spot: at the opening ceremony were the acting President of the Republic of Tatarstan, Rustam Minnikhanov, the President of Armstrong World Industries, Matt Espe, the CEO of OEZ "Alabuga", Timur Shagivaleev, and also the Head of the Yelabuga municipal area, Gennady Yemelyanov. "Today we open one of the most modern plants by the Armstrong company, who produce world-class ceiling plates. Before this, these materials were delivered to our country from abroad. Therefore, this production is import-substitution, not only for Russia, but also for the CIS countries", Minnikhanov noted.  The president of Armstrong World Industries, Matt Espe, in turn thanked the government of Tatarstan for its openness to cooperation. "We have achieved surprising results and constructed this modern hi-tech production facility in such a short time!" noted Espe. The total cost of the new production facility was 3.6 billion rubles. Soffit slabs, made from mineral fiber at the plant, consist of environmentally friendly raw materials (mineral wool, clay, perlite, cellulose, starch). All production waste can be recycled and used for the production of the finished product. The water resources consumed pass through the plant’s own water treatment then are reused in production. Production of such plants will be realized in all territories in Russia, and also in Belarus and Kazakhstan.  The high-quality solutions of the Armstrong company are in demand in the market of Russia and the CIS countries which, by the estimates of analysts, in 2015 will require about 40 million sq.m of soffit slab. The current staff of the plant is 136 people. In the process of moving to full capacity, the number of personnel will be 200 people. The new enterprise will promote the development of the economy of Tatarstan, the creation of new intellectual jobs and the raising of living standards in the area.

The governor of Khabarovsk, Krai Vyacheslav Shport, has chaired a meeting with representatives from the Monolog Company at which construction in the Tuguro-Chumikansky area of a plant for production of 500,000 sulphate cellulose products per year was approved. As reported to Construction.ru by the regional press service, wooded land will be provided for the realization of the project with an annual production of timber of 900,000 cubic meters. The new enterprise will process no less than 2.5 million trees every year. Work on the building site will begin in 2016 and will be completed in 4 years. The volume of investments in the construction will be about 1.1 billion USD. At the moment, a logistical scheme for the delivery of cellulose to the consumer is being worked out.
New plants for waste processing will be created near Minsk

In Belarus, the opportunity to create a new plant for the processing of waste is being investigated in the area of Trostenetsky. The deputy prime minister of Belarus, Anatoly Kalinin, assigned this task during a visit to Trostenetsky where there is currently a complex for crushing reinforced concrete and burning medical waste. He noted that the percentage of secondary material resources which ends up in the ground remains unacceptably high. In Minsk, about 1 million tons of waste is thrown away annually, but the Ekores Municipal Tip has only two sorting lines with a capacity of 30 thousand tons each. The construction of the 400,000-ton waste recycling plant, to be finished in a year, will allow the extraction of secondary material resources to increase by 25%.

In 2015-2016, work on the building sites of all 32 perinatal centers which are under construction according to the state program have to come to an end.  
New technology for the repair of roads has been chosen for use in Crimea

In Crimea, it has been decided that new modern technology for the repair of roads will be used which will reduce the price of the process to almost a quarter of what it was, the head of the republic, Sergey Aksenov, reported to journalists in Simferopol. According to him, the essence of the new method is in the use of an innovative binding substance. It allows the use of any mixes - local sand, crushed stone. Thus, the guarantee on a roadbed will now exceed 10 years. Currently in Crimea, an overhaul of one kilometer of road costs 30 million rubles, and with the new technology only 8 million will be required.Such technology is already being widely applied in St. Petersburg. "There is high placing speed. The cut-out old asphalt is milled and mixed up with this binding substance, providing durability. In the republic, there are already 10 companies ready to undertake roadworks with the application of this new substance", Sergey Aksenov said.

Representatives from more than 50 organizations from the Moscow Region and Central Federal District took part.  The meeting’s purpose was to demonstrate the complex use of production at VOLMA, and also to introduce the capacities of the Voskresensky enterprise. The chief technologist at the enterprise, Evgeny Grishin, talked during the excursion program about the capacities of the plant and its technological processes for the production of dry mixes, tongue-and-groove plates and Gypsum plasterboard.Guests also became acquainted with the complex application of VOLMA products: the preparation of a surface "under wallpaper" without the use of hard putty, the sealing of seams of gypsum plasterboards without reinforcing tape, and many others. For the participants, the organizers prepared a flashmob where everyone could send their wishes to the consumers.  "With this action we want to share the impressions of the participants of the seminar on the production site “VOLMA-Voskresensk”, and also to transfer these impressions to colleagues and partners", the chief of the department of planning and the advancement of modern information technologies, Alexey Shelestovich, noted.

Russia will license the import of crushed stone and gravel from Ukraine, our special correspondent, Alexandr Gusev, reported today from the All-Russian meeting of manufacturers of building materials. The head of the Ministry of Industry and Trade of the Russian Federation, Denis Manturov, says that it will be a non-tariff regulation. An audit of the opportunities for domestic producers, whose equipment plants have remained at the level of the 1970s, is necessary. Therefore, the authorities should solve one of the trickiest problems — this lack of domestic hi-tech equipment for the industry of the manufacture of building materials.

The head of the Ministry of Construction, Mikhail Menn, and of the Ministry of Industry and Trade of the Russian Federation, Denis Manturov, as well as the head of the JSC RUSNANO Management Company, Anatoly Chubais, have become co-chairmen of the supervisory board of the "National Association of Producers of Construction Materials, Products and Design Association”, it has been declared at the first All-Russian meeting of producers of the industries of construction materials, products and design taking place in Moscow. In his speech, Mikhail Menn said: "We support the initiative, which arose in the professional community. At last, authorities have a partner for dialogue, and we have high hopes of aiding the association in the solutions to questions connected with the development of the industry. The initiative group offered Denis Manturov, Anatoly Chubais and myself the leadership the supervisory board of the association. In this, there is a logic: in the supervisory board, industry and innovation will be present". He reminded us that there was recently a division of power between the two ministries concerning the building materials industry: the Ministry of Industry and Trade of the Russian Federation will define state policy for this sphere and will be engaged in development strategy, and the Ministry of Construction will be responsible for technical regulation.  Mikhail Menn said that in this sphere the government has made a revolutionary decision: "This is the state’s task in the field of technical regulation and pricing in the construction industry". In turn, Denis Manturov told us that "One of the key moves we have seen is an expansion of inter-sectoral cooperation aimed at the creation of innovative products. We have a lot of development, and samples and examples of the different uses of polymers and composites. It is as necessary as it is possible to introduce them more actively into production – otherwise we will constantly lose ground to imports on performance levels and competitiveness. It is one of the key vectors of our branch strategy". The chairman of the board of the JSC RUSNANO Management Company, Anatoly Chubais, emphasized that in the development strategy of RUSNANO, the construction branch is the number one priority. "But it isn't enough to create an innovative product - the main thing is to go out on the market and show people the advantages, the efficiency of new materials not yet in use, at home, in kindergartens, or in schools. It is certain that the association will become an important tool for the advancement of innovations on the market", he noted. Heads of regions of the Russian Federation, leaders of professional and public associations, and heads of industry also took part in the meeting.  
The Chinese have a smoky proposal for Crimea

Chinese investors have suggested constructing a Crimean tobacco factory, a golf club and a terminal for the sale of building materials.Journalists were told about this today in Simferopol at a meeting between the head of Crimea, Sergey Aksenov, and the chairman of the board of directors of the international energy company of the People's Republic of China, Chen Tschikhun. According to him, the Chinese are ready to deliver quality inexpensive building materials for realization of the project in Crimea. The terminal will become a point of sale and storage for the Chinese construction materials to be produced.  The land for the future modern terminal covers 100,000 sq.m. Besides this, Chen also suggested constructing a modern high-level golf club in the Yalta region. There are 10 million fans of golf in China, who are ready to go abroad in search of modern golf courses, and many of them will arrive in Crimea. It is also possible cultivate tobacco in the Dzhankoysky region, with the subsequent construction of a tobacco factory for the export of product to China.Crimea has a suitable climate and soil for this purpose. It will be possible to create a cooperative of farmers to provide equipment and finance for this rather profitable business. They also plan to deliver leased construction equipment to Crimea, to construct plants for baby food and juice, to build machines for the delivery of accessories for agricultural and garbage-disposal equipment in Dzhankoy, to create a network of Chinese restaurants and to build a large entertainment center. The head of Crimea, Sergey Aksenov, supported all of the investment projects offered by the Chinese investors and will supervise interactions between the Chinese investors and the Minister of Economic Development of Crimea, Nikolay Koryazhkin. Following the results of the meeting between the parties, a protocol on cooperation was signed.  
Half a billion ? for kindergardens in Dagestan

In Dagestan, 500 million rubles will be spent this year on the construction of childcare preschool educational institutions, 160 million rubles of which will come from the regional budget. The Minister of Finance for the republic, Ali Islamov, discussed this yesterday at a press conference in Makhachkala. According to him, the preference for the construction of kindergartens will be given to municipalities where so far there are not enough of them. At the same time, the head of the Dagestan Ministry of Finance emphasized that the state welcomes in every possible way the construction of private kindergartens. Certain funds from the republic’s budget can even be set aside for their support. Islamov reminded us that last year 613 million rubles was allocated from the federal budget for the construction of kindergartens. In total, 15 objects for general education with 2,949 student places and 27 kindergartens with 3,980 student places were constructed.
German prefabricated houses in Omsk

In the Omsk region, construction has begun on a plant for the production of prefabricated houses based on German technology.As reported today by Construction.ru via the regional press service, the first pile was hammered in on the building site in the village of Krouch in the Azov area on June 2nd. The regional authorities allocated to the builder a land plot which is already provided with electricity, water and gas. According to the plan, installation and construction works will be complete at the end of 2015. After that, installation of the production equipment will begin.The production of the first house is planned for 2016 and the new plant will need 25 specialists. The technology of the German company Wolf System GmbH allows one to build a house comprised of modules produced at the plant over several days. When the plant is operating at full capacity, the company will produce up to 200 sets of prefabricated homes per year.  
A new mosque in the capital of Kabardino-Balkaria

The head of Kabardino-Balkaria, Yury Kokov, laid the first stone on the building site for a large new mosque in Nalchik on June 2nd. As reported by Construction.ru via the republican press service, the religious building will bear the name of the mufti of the North Caucasus, Anas-hadzhi Pshikhachev, who died in 2010 as a result of an attack by Islamic terrorists. Speaking at the ceremony, Yury Kokov expressed confidence that the construction of the mosque will make a contribution to the lives not only of future parishioners, but also of all inhabitants of the republic.
In Bratsk, a modern woodworking complex will be built

Construction of a modern sawing and woodworking complex in Bratsk will be finished by September, 2015.As reported in Construction.ru via the press service of the city administration, the complex under construction will be able to process 12-15 thousand cubic meters of wood per shift. Except for the main building, a boiler room for heating the production rooms and drying rooms is to be built. The heat production process will use waste from the combine and other site activities. In particular, the recycling of sawdust for production of wood pellets - biofuel in the form of pellets – is planned. Capacity will be from 4,000 to 8,000 tons of wood pellets per month. The residue formed in the course of woodworking will go to production of cellulose at Bratsk of LPK. Thus, production will be almost without waste by-products. At the complex, 200 new jobs will be created.  
On Children's Day, a new centre for children

On Children's Day, the governor of the Astrakhan region, Alexander Zhilkin, launched reconstruction work on the JSC Gazprom Dobycha Astrakhan new children's center. As Construction.ru was told by the regional press service, this updated health resort can cater for an estimated 400 children from 6 to 18 years of age. The multipurpose children's center will be open all year round. In the summer, vacationing children can rest there, and at other times adults can restore their health also. "The total cost of reconstruction was 2 billion rubles”, the governor, Alexander Zhilkin, told journalists. Since 2012, the area has been a mess. Now there is a covered pool, gyms, and an open area for volleyball, tennis, and badminton. In cozy, light rooms there are comfortable beds and shower cabins.Creative studios are open to all. Also, the Kizan River Embankment has been improved. There is a summer theater with a capacious stage. "This outdoor area can be used for festivals", Alexander Zhilkin added.  
Shuvalov and Medvedev in Rostov-on-Don

The first Deputy Prime Minister of the government of Russia, Igor Shuvalov, has arrived in Rostov-on-Don, and a visit from the prime minister, Dmitry Medvedev, is planned for June 4th and 5th. As Construction.ru was told by the government’s press service, Igor Shuvalov will discuss questions of import substitution with the leaders of the area. On June 3rd in the city, a meeting of the Coordination Council for the program of preparation for the 2018 FIFA World Cup will take place. Dmitry Medvedev will participate in the All-Russian forum on food security, and both officials will inspect the progress of work on the "Yuzhny airport complex" building site.
